House Bill 2299: Cell Phone Bill
Attention Galena USD Parents & Guardians
We want to share an important update regarding a new Kansas law that will impact all schools across the state.
The Kansas Legislature has passed House Bill 2299 (“Cell Phone Bill”), which requires school districts to implement policies restricting student cell phone use during the school day. This “bell-to-bell, no cell” approach is designed to reduce distractions, support student learning, and promote a more focused school environment.
This law will go into effect on September 1, 2026, and all Kansas school districts are required to have policies in place by that date.

At Galena USD, our Board of Education will be reviewing this new law and adopting district policies in the coming months to ensure we are in compliance while best supporting our students, staff, and families.
